Deliver an integrated package that combines prevention education, testing, linkage to care, adherence support, and stigma reduction.

Priority Program Components

1. HIV Prevention Services
   o Community awareness sessions and outreach
   o Condom education and distribution (where applicable)
   o Risk reduction counselling and sexual health education
2. HIV Testing & Linkage to Care
   o Mobile/community-based education and referral to testing points
   o Post-test counselling and linkage support
3. Treatment Support (ART)
   o Adherence support groups (peer-led or facilitated)
   o Community health worker follow-ups and appointment reminders
   o Nutritional support linkages where feasible
4. Stigma Reduction & Rights Education
   o Community dialogues with faith leaders, traditional leaders, youth groups, and workplaces
   o Support for community health workers in rights-based service delivery
